Job Summary Reporting to the Assistant Vice President for Human Resources, the Labor Relations Manager will utilize academic employee and labor relations knowledge and experience to provide consultation and recommendations to academic leadership regarding strategic decision-making on a wide range of matters, including performance management, compliance, conflict management, and grievance resolution for represented academic appointees. The Labor Relations Manager will have a dotted line responsibility, and will work closely with, Caltech’s General Counsel. Essential Job Duties Serves as the representative in labor relations matters and oversees the terms and conditions of the Collective Bargaining Agreements (CBA). Ensures compliance with Institute policy and procedures, the National Labor Relations Act, labor agreements, and employee/labor relations laws. Manage and direct other labor relations staff, as applicable, in matters related to the CBA. Develops and facilitates training programs related to current issues for all levels of management, faculty, and staff related to employee/ labor relations. Manages grievances, disciplines, terminations, and related actions and implements standard reporting to track and proactively address organizational needs. Coordinates and participates in union negotiations and arbitration. Monitors workplace compliance with workplace policies, CBAs, and local, state, and federal employment and labor laws. Work effectively with people from diverse cultures to support employee and labor relations, work collaboratively with campus stakeholders. Reviews and responds to complex and sensitive complaints and information requests, including discrimination, harassment, retaliation, whistleblower, abusive conduct, and EEOC. Interpret and apply Institute policies and procedures and ensure they are aligned with the CBAs. Other duties as assigned. Basic Qualifications Bachelor’s degree. Six years of experience in Human Resources, including three years of experience in labor relations. Demonstrated good judgment in selecting methods and techniques for obtaining solutions. Demonstrated skills to guide managers and employees on complex and significant labor and employee relations issues. Advanced knowledge of union / labor contracts. Demonstrated ability to work with minimal direction on assignments and in a managerial capacity, supervising other labor relations professionals. Strong analytical skills: ability to adapt to changing priorities, conduct complex and varied analyses and develop resulting recommendations. Advanced knowledge of employee relations function and other subject areas of human resources. Skill in writing concise, clear, relevant, and persuasive documents, including correspondence, case analyses, investigative reports, and settlement agreements. Demonstrated skills and abilities in leading management in conflict and change management. Demonstrated excellent judgment in responding to employee and labor relations- related requests. Understanding the principles related to management, supervision, and leadership to provide expert- level advice and counsel. Preferred Qualifications Master’s or Juris Doctorate Degree. Ten years of experience in Human Resources, including six years of experience in labor relations. Experience in a higher education environment.
