Job Summary The Import-Export Analyst will assist the Director of Research Security in the day-to-day operation and implementation of the Caltech import/export compliance program. The Analyst will serve as the point of contact for campus personnel and external clientele regarding issues that are subject to the International Traffic in Arms Regulations (ITAR), the Export Administration Regulations (EAR), the Office of Foreign Assets Control Regulations (OFAC), and U.S. Customs Regulations including the Harmonized Tariff Schedule. The Analyst will research and assist with commodity classifications, license determinations, and the submission of export licenses or other regulatory licenses, authorizations, or permits. Must be a self-starter and work with minimal supervision. Attention to detail is required. Essential Job Duties Specific duties of the Import-Export Analyst are as follows: Assist in ensuring campus is compliant with all import and export control laws and regulations and related government agencies. Responsible for researching products and timely, accurate U.S. Harmonized Tariff Schedule and Schedule B classifications. Responsible for researching products and timely, accurate export control commodity, technology, and software classifications (EAR and ITAR). Responsible for creating and maintaining files, including import-export classification files and audit trail. Assist with import/export education classes and communicate and reinforce compliance policies and procedures. Assist with development and implementation of guidelines, tools, and forms, as applicable to U.S. import/export operations. Assist with gathering and entry of data for submission of export licenses, CCATS (Commodity Classification Automated Tracking System) submissions, or import authorizations or permits and tracking. Provide daily import/export support, including Restricted Party Screening. Contribute to import/export compliance process improvements. Assist the Director of Research Security with import and export compliance program development and projects as required. Other duties may be assigned. Basic Qualifications Bachelor’s degree or comparable experience required. Ability to work independently by applying import and export rules and regulations to daily activities and exercising sound judgment. Working knowledge of U.S. Customs Regulations, including HTS, CFR 19, Explanatory Notes and Customs publications and Schedule B. Working knowledge of the U.S. Export regulations and laws (ITAR, EAR, and OFAC) required. Experience with import and export control commodity classifications and denied party screening required. Effective team player, with the ability to work well with people; ability to work independently with good interpersonal skills. Ability to handle confidential matters with discretion and exercise good judgment. Excellent oral and written communication skills required. Excellent organizational skills; ability to work on multiple concurrent tasks and projects,, and ability to re-prioritize on a continuous basis. Excellent computer skills. Strong planning and organizational skills. Preferred Qualifications Licensed U.S. Customs Broker. Prior experience with eCustoms, Excel, Microsoft Word, AES, SNAP, and D-Trade preferred.
