About the Role
We are seeking a mission-driven Program Manager to lead wellness and resource navigation programs for low-income, immigrant older adults (65+). This position oversees the planning, implementation, and evaluation of direct services including mental health promotion, case management, and culturally responsive education and engagement.

The Program Manager will supervise a team of Mental Health Promoters and Community Health Workers, build strategic partnerships, and ensure program excellence through thoughtful leadership and operational oversight.

Key Responsibilities
Program Leadership & Development

Design, implement, and evaluate wellness workshops and resource navigation services

Monitor program goals, outcomes, and quality assurance benchmarks

Lead culturally competent outreach, education, and trauma-informed activities

Staff & Volunteer Management

Supervise a team of 7 direct service staff

Recruit, train, and support team members

Conduct performance evaluations and manage team development

Community Engagement & Operations

Build and maintain partnerships across the San Gabriel Valley and LA County

Manage program budgets, invoicing, and reporting in collaboration with the Fiscal Department

Ensure compliance with funding contracts and audit requirements

Facilitate community needs assessments and satisfaction feedback

Direct Service Oversight

Guide outreach, enrollment, and individualized service planning

Oversee case management including referrals, follow-ups, and barrier reduction

Support clients with navigation assistance, safety net resources, and recovery services

Implement Community Resiliency Model (CRM) trainings and disaster recovery education

Additional Activities

Lead intergenerational healing, culturally relevant education, and peer support groups

Promote leadership development, advocacy, and civic engagement

Represent the program at community events, meetings, and trainings

Maintain flexible scheduling, including evenings and weekends

Supervisory Scope
Direct supervision of 6 full-time MHP/CHWs and 1 senior MHP/CHW

Responsible for hiring, training, performance management, and team support

Required Qualifications
Bachelor’s degree in psychology, public health, or related field

Minimum 3 years of experience with immigrant, low-income, and older adult populations

Proven experience in outreach, group facilitation, and home visitations

Strong supervisory and project coordination skills

Excellent communication and documentation skills

Bilingual in Mandarin, Cantonese, Vietnamese, or Spanish

Valid California driver’s license, reliable transportation, and CPR/First Aid certification

Preferred Qualifications
Master’s degree in psychology, public health, or related field

Familiarity with San Gabriel Valley communities
