Job Summary The California Institute of Technology is seeking an Assistant Deputy Title IX Coordinator/Civil Rights Resolution Specialist. This position is a new role and excellent growth opportunity for professionals with experience in the areas of civil rights investigations and conflict resolution, who are looking to engage closely with the community of one of the world’s most elite and international research and education institutions. Reporting to the Institute’s Assistant Vice President for Equity, Equity Investigations, and Title IX Coordinator, the Assistant Deputy Title IX Coordinator and Civil Rights Resolution Specialist is responsible for coordinating and conducting informal and formal resolutions, including mediated resolution agreements and investigations, of reported concerns and complaints by faculty, staff, students, and postdocs on campus and individuals involved in education programs at the Jet Propulsion Laboratory, consistent with Civil Rights laws and Institute policies and procedures regarding non-discrimination, unlawful harassment, sexual misconduct, and retaliation. In addition, the Assistant Deputy will have primary responsibility for managing the administration of, and outreach initiatives under, Caltech’s grant from the State of California relating to sexual assault prevention on campus. In this capacity, the position will work closely with the Campus Sexual Violence Advocate, a key confidential resource for the Caltech community, as well as with student leaders and outreach groups. This position would function as a key member of the Equity and Title IX office which sits within Human Resources and coordinates closely with Student Affairs, and other stakeholders across the Institute including Campus Security, Human Resources, and student leadership. This is a full-time and generally on campus position, as our entire community, especially our students, benefit from the Equity and Title IX Office’s hands-on, collaborative, team-oriented culture, which has been the foundation of our team’s success and accessibility. In the event of an emergency on campus, an employee designated as essential reporting has essential job skills that are needed for response and recovery and is expected to report to Campus as soon as possible. Essential Job Duties The key priorities for this position are: Initial Response to Reported Concerns and Complaints: Conducting and documenting thorough, neutral, efficient, and compassionate intakes with faculty, staff, postdoc, and student complainants, as well as responses to their concerns. Assessing intakes and providing parties verbal information and required written correspondence concerning rights, options, and status of responses for resolution of reports and complaints, consistent with pertinent laws, policies, and Equity Office protocols. Meeting with individuals and using independent judgment and initiative to discuss options for problem-solving options and conflict resolution. Conducting Investigations and Other Resolutions: Conducting independent, efficient, prompt, thorough, impartial, and equitable assessments of prohibited conduct in compliance with appropriate processes and documentation. Writing concise, precise, accurate, and clear evidence reports, investigative findings and conclusions letters, and related correspondence such as status updates to parties. Assisting hearing officers at Title IX hearings, consistent with Title IX and the Institute Sexual Misconduct Procedures. Working with parties to negotiate agreements for remedial and educational measures to resolve allegations. Conducting mediated and remedial conversations to discourage and stop inappropriate conduct. Conducting workshops to improve team dynamics and climate. Facilitating Institute Reporting, Policies, and Processes: Documenting Clery reportable crimes and incidents reportable to local law enforcement. Assisting in the coordination and completion of reports mandated by regulatory entities. Providing input to update and improve Institute policies and procedures, as well as Equity Office templates and protocols. Providing input into climate assessment surveys. Conducting Outreach and Education: Identifying education and outreach topics for staff, faculty, post-docs, and students, with a focus on students. Creating and conduct trainings, workshops, and fresh and engaging outreach materials on issues of bias, discrimination, harassment, and sexual violence, aimed at effectively engaging students and other community constituencies. Overseeing sexual assault prevention grant from the State of California and related outreach activities and reporting. Participating in and leading team and campus outreach activities to build community awareness of and comfort with the Equity team, particularly among students. Basic Qualifications Bachelor’s degree. Minimum two years’ experience independently conducting investigations of allegations of sexual misconduct and unlawful harassment and discrimination. Experience with managing and conducting processes under federal and state nondiscrimination laws including Title VII, Title IX, VAWA, Clery, and other related laws and policies. Strong communication, analytical and writing skills. Attention to detail. Ability to work independently, manage time effectively, and juggle multiple tasks. Comfort with and commitment to operating in compliance with civil rights-related policies and procedures. Commitment to high standards of professionalism, confidentiality, collegiality, and integrity. Ability to work full-time plus reasonable overtime as appropriate and needed. Ability to work independently and collaboratively with campus partners. Preferred Qualifications Master’s degree in a relevant field or JD. Experience in managing a grant or major budget, or related project management experience. Experience in higher education. Experience in working with students.
