DESCRIPTION

Michael Baker International’s Long Beach Planning Practice is seeking a senoir level Labor Compliance Officer. The Labor Compliance Officer is responsible for providing overall support to the Labor Compliance team. The Officer will also monitor compliance requirements of public works projects, including logging, reviewing, and reporting duties of State, local, and federally-funded projects. Have a good understand of HUD- Davis Beacon and Sec. 3. Familiar LACDA CDBG programs and BABA.

RESPONSIBILITIES

  • Reviews and verifies certified payroll records, benefit statements, employer training contributions, and apprenticeship paperwork to determine compliance with applicable rules and regulations
  • Issues requests for missing and revised documentation, and corresponds with the applicable contractor’s staff to ensure compliance
  • Completes audits and calculates underpayments. Written finds are then forwarded to the Department Manager (DM) and Labor Compliance Officer (LCO) for review/approval before sending to applicable contractor and project owner
  • Investigates complaints of noncompliance with prevailing wage payments, benefit payments, and apprenticeship violations, takes written or recorded statements, and submits to DM and LCO for review
  • Work with LCP Tracker and DIR website software to review and confirm certified payroll and payroll documents are submitted timely and correctly
  • Data entry to track certified payroll information and applicable project contractual goals such as craft hours, trade/classification, local hours, and targeted/transitional worker hours
  • Monitor and report contractor-specific and project-wide Section 3 requirements and goals
  • Maintain electronic and physical files for each project
  • Assist the team in preparing monthly, quarterly, semi-annual, and/or annual reports to public agencies, federal and state government entities
  • Conduct onsite craftworker interviews and reconcile interview forms with applicable payrolls
  • Complete special projects as directed by the Labor Compliance Officer or Department Manager
  • The position is remote, but the ideal candidate must be available to travel to various project sites in Los Angeles and Orange County for client meetings and interviews.
  • The ideal candidate should possess a consulting background and demonstrate experience in overseeing labor compliance within a municipal setting

PROFESSIONAL REQUIREMENTS

  • A minimum of 4 years’ experience in the Labor Compliance field
  • Certification US Dept. of Labor- Davis Bacon Act Prevailing Wage and US Dept. of Housing and Urban Development Sec. 3 Rules preferred
  • Understanding of Labor Compliance policies, procedures, and practices
  • Understanding of the California Labor Code pertaining to Public Works Projects
  • Experience in performing audits on certified payroll documents
  • Experience in working with LCP Tracker software
  • Experience in analyzing documents using critical thinking
  • Ability to effectively work with various government agencies and union organizations
  • Must possess good written and verbal communication skills
  • Must be efficient in using computer programs such as Excel, Word, and Outlook
  • Must be detail-oriented

COMPENSATION
The salary range for this position is $75,000-95,000. This will be dependent on the experience and expertise of the incoming candidate.
