As a key leader, the Site Operations Project Manager will provide leadership in a high performing team and will be responsible for executing, monitoring, and reporting on the progress of critical projects within a portfolio that enable the successful execution of Construction Projects at Space Park. The qualified candidate will have demonstrated success leading a team within cost and schedule requirements of a project. The position requires a solution-based philosophy and the demonstrated ability to develop practical execution plans in a dynamic and complex environment. Candidates must demonstrate a proven track record of solving complex problems through systematic and objective evaluation of information and data resulting in effective communication, collaboration, and implementation of a strong operational foundation with a diverse set of internal and external customers and suppliers. Strong leadership characteristics are essential as this role implements strategies to meet or exceed cost, schedule, and performance objectives. This position requires a candidate with strong organizational and decision-making skills with the ability to lead in an environment of continuous change. This position requires the ability to report out at the Director level including status, planning, risks, opportunities, schedule, cost and execution.  Collaboration with programs and functional leaders to develop and nurture a highly competent and engaged team that delivers on commitments and embodies “best culture” is essential.

A successful candidate in this role will be interested/energized by and able to:

* Provide functional oversite to a team of approximately 12 individual contributors.

* Collect and organize performance feedback, administer performance reviews, and approve time charging.

* Navigate ambiguity and develop a systemic approach and strategy to address and solve problems.

* Build relationships and effectively listen and communicate to influence and ensure accountability across a network of stakeholders.

* Analyze and make recommendations around business challenges based on data and metrics.

* Engage with all employees up through executive leaders to understand requirements and expectations, and inspire a retentive team culture.

* Attend and/or lead project meetings and provide status including presenting operations status to site leadership

* Define, adjust, and hold team accountable to the organizational operating rhythm, goals and initiatives

* Oversee execution of key strategic projects and deliverables, engaging all relevant stakeholders to ensure success – establishing needed partnerships, developing program plans, and driving accountability for performance

* Ensure consistency and clarity in adhering to processes and procedures.

* Integrate metrics, develop, and refine dashboards, leverage and embrace digital transformation opportunities to streamline procedures and processes

* Deliver presentations to customers, executive leadership and other program stakeholders

* Identify, allocate and manage project resources, including workforce planning

* Ensure adherence to master plans and schedules

* Conduct thorough risk & opportunity management practices including identification, mitigation and realization

This position’s standard work schedule is a *9/80 first shift schedule*

*Basic Qualifications*:

* Bachelor’s Degree and 5+ years, or Master’s Degree and 3+ years’ experience supporting U.S. Government contracts and customers and/or project management in other industries

* 2+ years of experience in a Program/Project Management or Integration role

* Ability to obtain and retain a DoD Top Secret and SCI security clearance

* Excellent verbal and written communication skills

* Excellent organizational skills and attention to detail

* Excellent time management skills with a proven ability to meet deadlines.

* Excellent understanding of industry practices, processes, and standards with the ability to initiate, develop, integrate, execute, direct, and control program plans and cost and schedule baselines that meet both program contractual requirements and stakeholder expectations

* Strong analytical and problem-solving skills with the ability to identify and address project impacts through a systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program

* Demonstrated experience executing high-impact projects as a team leader

* Ability to prioritize tasks and to delegate them when appropriate.

* Demonstrated executive-level presentation and communication skills

*Preferred Qualifications*:

* Aerospace industry experience

* Active, current DoD Top Secret Clearance and SCI

* Site Operations experience overseeing construction projects

* Facility/construction/space planning experience

* Managing programs in excess of $1M

Primary Level Salary Range: $142,200.00 – $213,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate’s experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
