Responsibilities:
A small cell construction foreman is responsible for overseeing the installation and maintenance of small cell sites. Their main duties and responsibilities include:
· Project Management: Coordinate and manage all aspects of small cell construction projects, including budgeting, material planning, scheduling, and resource allocation.
· Team Leadership: Supervise a small team of construction workers and or subcontractors, ensuring that they adhere to safety protocols and quality standards. Provide guidance, training, and support to ensure the successful completion of projects.
· Site Surveys: Conduct site surveys to assess the feasibility of small cell site installation. Evaluate site conditions, verify accuracy of permits, and address any potential challenges or obstacles.
· Equipment Installation: Coordinate and perform the installation of small cell equipment, including antennas, radios, power systems, backhaul connections and traffic control requirements. Ensure that all equipment is installed correctly and according to specifications.
· Quality Control: Conduct regular inspections to ensure the quality of workmanship and compliance with project requirements. Address any issues or deficiencies promptly and implement corrective actions as necessary.
· Safety Compliance: Enforce safety protocols and ensure that all construction activities are performed in accordance with industry standards and regulations. Conduct safety briefings, inspections, and incident investigations to maintain a safe working environment.
· Communication and Coordination: Liaise with project stakeholders, including clients, engineers, and vendors, to ensure effective communication and coordination throughout the construction process. Provide regular updates on project status, timelines, and milestones.
· Documentation and Reporting: Maintain accurate and detailed documentation of project activities, including JHA’s, daily logs, progress reports, and change orders. Prepare and submit reports to management, highlighting project status, issues, and recommendations.
· Budget and Cost Control: Monitor project costs and expenses, ensuring adherence to budgetary constraints. Identify cost-saving opportunities and implement measures to optimize project efficiency.
· Problem Solving: Identify and resolve construction-related issues and challenges in a timely and efficient manner. Collaborate with stakeholders to develop innovative solutions and overcome obstacles.
· Regulatory Compliance: Ensure compliance with local, state, and federal regulations governing small cell construction, including zoning requirements, general order 95, environmental regulations, and permitting processes.
· Continuous Improvement: Stay updated on industry trends, technologies, and best practices related to small cell construction. Identify opportunities for process improvement and implement initiatives to enhance productivity and quality.

Qualifications:
Education:
· High school diploma or equivalent is typically required.
· Additional education in telecommunications, electrical engineering, or a related field is beneficial.
Technical Skills:
· Proficiency in small cell deployment, installation, and maintenance.
· Knowledge of small cell technologies, including LTE, 5G, and Wi-Fi.
· Familiarity with small cell equipment, antennas, cabling, and power systems.
· Understanding of RF (Radio Frequency) principles and propagation characteristics.
· Ability to perform site surveys, RF testing, and interference analysis.
· Experience with fiber optic installation, termination, and testing.
· Competence in troubleshooting network issues and resolving service disruptions.
Certifications:
· Certification in small cell deployment and maintenance from organizations such as the Small Cell Forum or equivalent is desirable.
· Relevant industry certifications such as ETA International’s Certified Telecommunications Network Specialist (CTNS) or equivalent may be beneficial.
Experience:
· Several years of experience in telecommunications construction, installation, and maintenance, with a focus on small cell deployments.
· Prior experience in a leadership or foreman role, preferably in small cell deployment projects.
· Demonstrated experience coordinating and leading teams to meet project deadlines and quality standards.
· Experience working with cellular carriers, tower companies, or telecommunications contractors is highly desirable.

· Effective communication skills to convey technical information clearly to team members and stakeholders.
· Capacity to prioritize tasks, allocate resources, and manage project schedules effectively.

· Commitment to adhering to safety protocols and promoting a culture of safety among team members.
· Knowledge of OSHA regulations and other relevant safety standards in the telecommunications industry.

· Dedication to providing excellent service to customers by meeting SLA requirements and ensuring high network reliability.
· Ability to communicate effectively with clients and address their concerns professionally.
· Adaptability and Flexibility:
· Willingness to work in various environments, including outdoor sites and challenging weather conditions.
· Ability to adapt to changing project requirements and schedules.
Documentation Skills:
· Proficiency in documenting project progress, equipment configurations, and maintenance activities accurately.
· Attention to detail in maintaining records and reports related to small cell deployments and SLA compliance.
