The campus is in the heart of Los Angeles, minutes from Hollywood and Downtown and conveniently adjacent to major freeway arteries and public transportation including the MTA and Metro. LACC is culturally rich with one of the most ethnically, ideologically and age diverse student bodies in the country. Our programs range from serving the traditional transfer students to career training, adult career advancement, cultural integration, and personal enrichment. Courses are offered during the day, evening, on weekends, online, on campus and at off-site locations, and through other specialized tracks. POSITION DESCRIPTION: The Los Angeles City College Vice President of Academic Affairs (VPAA) serves as an assistant to the College President and as a line officer in planning, organizing, administering, and supervising the instructional programs of the college. The Vice President also serves as the institution’s accreditation liaison officer. The VPAA reports directly to the College President and provides the administrative leadership and operational oversight of the development, organization, and implementation of the activities, goals, and objectives necessary for effective and efficient administration of the instructional programs of the college. The Vice President leads the planning, development, organization, implementation, scheduling, improvement and evaluation of programs. The VPAA consults regularly with the Vice President of Student Services to ensure support services needed for student success are provided, and coordinates with administrators, faculty and classified staff to coordinates and evaluates the performance outcomes of instructional programs. The VPAA provides direct supervision for all academic affairs administrators and champions the vision, mission, and goals of the college and academic programs. The VPAA serves on and works with other Senior Staff to lead and support the planning and implementation of collegewide programs and initiatives, including institutional transformational efforts. The VPAA serves as an effective change agent in creating a campus environment that is welcoming, nurturing, and one where all students and employees matter. The VPAA works collaboratively with the College’s diverse stakeholders to develop and implement innovative approaches to provide a learner-centered environment focused on removing institutional barriers to student access and success, and thereby, closing the achievement gap. The VPAA leads by example; actively participates in and supports District-wide participatory governance components and activities and other collaborative processes; demonstrates and encourages professional excellence among the administrators, faculty and staff, promotes an organizational culture of customer service, innovation, and quality services. SUPERVISON RECEIVED AND EXCERCISED: Receives administrative direction from the College President. Provides direct administrative direction to academic and classified administrators, classified supervisors, faculty, and classified staff assigned to Academic Affairs. DUTIES AND RESPONSIBILITIES: Duties may include, but are not limited to, the following: Serves as the chief instructional officer; plans, organizes, administers and supervises: curriculum evaluation and development, instructional support services, library services, total instructional program (credit, non-credit, and the not-for-credit extension program) and certificated contract administration. Serves as a regular member of the college president’s senior administrative staff. Supervises the recruitment, orientation, and evaluation of both full-time and part-time instructional staff within the goals of District policies on equal opportunity. Supervises the recruitment, orientation, evaluation of both full time and part-time staff including academic deans and associate deans. Assists with the development of new educational programs and supervises all instructional activities while maintaining adherence to the Education Code, Title 5, AB 1725, federal regulations, Board policy, District administrative regulations and collective bargaining agreements. Promotes participatory governance in cooperation with faculty, staff, students, and administration. Provides leadership and vision to strengthen and implement a variety of new and existing career, technical, and transfer programs, including career ladders and distance education, leading to certificates and associate degrees. Provides leadership and vision to strengthen outreach and dual enrollment in the college’s service area. Coordinates instructional college development including long-range planning, funding, and liaison with federal, state and private agencies. Provides leadership and oversight of program review, program viability, student success initiatives, student learning outcomes and the accreditation process. Plans and directs effective instructional programming including class scheduling and room utilization, instructor load, and student enrollment and retention. In collaboration with other areas, provides leadership and vision to develop and implement an enrollment management plan, including enrollment planning and analysis. Assures students are afforded optimum curricular alternatives and access to academic and technology supported services. Oversees instructional scheduling and optimal space utilization in light of major campus construction and renovation. Oversees programmatic offerings at satellite locations in accordance with constituent-based demand. Nurtures a campus climate that values diversity in its students, staff and community. Demonstrates leadership in the development of new college programs from inception to implementation. Promotes the college on local educational and community organizations as well as District, state and national committees as assigned by the college president. Interfaces with external educational institutions and community, business, industry and labor representatives in the development and initiation of college programs and services. Understands, interprets and implements provisions of instructional grants. Assumes the duties, obligations and responsibilities of the College President, as assigned, during his/her absence. Serves as the college accreditation liaison officer. In collaboration with other areas, provides leadership and vision for the college’s advertising and marketing campaigns. Serves as a member of the Emergency Operations Center during an emergency. Serves as co-chair of College Council. Actively participates in the LACCD CIO Council, district wide committees, and the Region 7 CIO group. Performs other duties as assigned within the scope of the position. QUALIFICATIONS: MINIMUM/REQUIRED QUALIFICATIONS: Master’s degree from an accredited college or university; and One year of formal training, internship, or leadership experience reasonably related to the administrative assignment; and Evidence of a sensitivity to and an understanding of the diverse academic, socio-economic, cultural, physically challenged and ethnic backgrounds of community college students, staff, faculty, and administrators. GENERAL REQUIREMENTS Health : A medical certificate indicating fitness to engage in administrative work is required for new employees at the applicant’s expense after selection and before employment. Pursuant to LACCD Board of Trustee’s Policy 2900, all students and employees must be fully vaccinated or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees’ policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date. DESIRED QUALIFICATIONS: An earned doctorate from an accredited college or university. Full-time teaching experience in a community college. Experience leading accreditation. Five years of increasingly responsible higher education management experience in development, organization, and administration of instructional programs, preferably at a community college. Evidence of an understanding of and experience with the principles of participatory governance and principles of effective participation. Evidence of working cooperatively and productively with internal and external constituencies and advocating for participatory governance, collegiality, staff cohesiveness, and for the core values of the institution. KNOWLEDGE, ABILITY, AND PRACTICE OF: Applicable District policies and local, State and federal laws, codes and regulations. Applications of instructional technology to enhance classroom instruction and to deliver education through innovative delivery modes, including online education. Organize, plan, develop, and formalize new programs and new concepts by analyzing outcomes through the preparation of clear and concise reports. Principles and practices of leadership and administration, including organization, budget administration, facility usage, and grant writing/reporting. Demonstrate knowledge and leadership experience in academic affairs, enrollment management, fiscal management, strategic and facilities planning, program development and evaluation, student retention, principles and practices of training and supervision. Demonstrate knowledge of current management, leadership, adult development, instructional design, trends, theories, and research. Knowledge of best practices for student success, equity, and disproportionately impacted student groups. In-depth knowledge of matriculation and articulation regulations, including high school to college and university transfer. Working knowledge of the budget preparation and its administration. Skill in organizing work and building an effective team to respond to learner needs. Demonstrate effectiveness in leading and motivating managers, faculty, and staff with a collaborative style in a collegial and participatory governance environment. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Assist in forecasting current and future needs and costs affecting academic affairs and the college as a whole. Strong human relations skills to deliver formal and influential presentations; build, lead and manage effective teams; review performance; and exercise sensitivity to the needs and interests of a diverse student and employee population. Excellent oral and written communication skills. COMPENSATION AND BENEFITS: The current salary range is $202,627 to $251,019 annually.
