DESCRIPTION

Michael Baker International is seeking a Senior Regulatory Permitting Specialist to serve as extension of staff for a major utility provider that focuses on supporting the processing and acquisition of regulatory approvals from the U.S. Army Corps of Engineers, State Water Resources Control Board, Regional Water Quality Control Boards, and the California Department of Fish and Wildlife for programs and projects located throughout central and southern California. The ideal candidate would have a strong working knowledge of aquatic resource delineation field survey techniques, technical reporting standards, and regulations protecting wetlands and waters of the U.S./state. This position requires critical analysis of aquatic resource delineation reports, analyzing field-collected data, developing improvements to workflow, team coordination, compiling summary reports, and processing regulatory permit applications with federal and state agencies. Additionally, the position requires critical thinking and solution-oriented approaches to problems, daily planning of assignments and tasks, and additional duties as assigned.

RESPONSIBILITIES

The successful candidate would be part of a technical team that supports a variety of projects associated with a major utilities’ environmental services program. The Senior Regulatory Permitting Specialist would assist with day-to-day project needs and work collaboratively with team members including other aquatic resource experts, environmental planners, biologists, land development specialists, engineers, hydrologists, and GIS analysts. Typical tasks may include, but not be limited to:

  • Prepare and provide technical review of aquatic resources delineation reports
  • Prepare and process regulatory permit applications for Clean Water Act Section 404/401, Waste Discharge Requirements, and California Fish and Game Code Section 1600 Lake and Streambed Alteration Agreements
  • Manage personal workload and coordinate schedule with group manager
  • Review workload demands to evaluate and adjust staffing needs to meet client goals
  • Review workflow to identify value-added process improvements

QUALIFICATIONS

  • Bachelor’s degree in biology, environmental studies, or related field
  • Minimum of 5 years of experience conducting aquatic resources delineations in central and southern California and preparing associated technical reports
  • Minimum 5 years of experience leading preparation of regulatory permit applications and processing (CWA 404/401, WDR, and CFGC 1600)
  • Professional Wetland Scientist (PWS) or CRAM Trained Practitioner preferred, but not mandatory
  • General knowledge of botany, fluvial geomorphology, and hydric soils is the southern California region
  • Desire to learn and grow as a professional
  • Excellent written and verbal communication skills to articulate technical knowledge and analyses in reports, team meetings, and client interactions
  • Strong computer skills uAsing the Microsoft Office Suite
  • Working knowledge of ArcGIS tools and search functions

COMPENSATION

The salary range for this position is $95,000 – $130,000. This will be dependent on the experience and expertise of the incoming candidate.
